Context

IDBI Bank operates a 980-branch network. The bank's historical positioning as a development financial institution turned commercial bank, and the regulatory transitions through which it has passed, mean the branch estate represents a focused operational footprint relative to the largest public-sector banks — smaller in branch count, but with the same risk-profile breadth that any commercial bank carries.

For an estate of this size, the assurance question shifts. With fewer branches, the per-site engagement cadence can deepen. The audit programme can produce more granular evidence per location — useful both for the safety function and for the executive-level visibility a smaller estate typically demands.

Scope

The combined practice supplied independent safety culture assurance across IDBI's branch network covering fire safety, electrical infrastructure, life safety, workplace EHS, and the bank's overall safety posture against its corporate standards and applicable statutory requirements.

Approach

The four-phase methodology, calibrated to a focused-scale branch estate where deeper per-site engagement is operationally feasible.

  1. Scope.Baseline assessment of IDBI's corporate safety standards and applicable statutory requirements; agreement on the depth of per-site evidence collection appropriate to the estate size.
  2. Design.Regional auditor architecture aligned to IDBI's zonal geography; inspection protocols permitting deeper per-site documentation than would be feasible at multiple multiples of this scale.
  3. Execute. Sustained field audits with deeper per-site engagement; risk-rated findings; evidence-verified closure in coordination with regional facilities teams.
  4. Assure. Consolidated reporting to IDBI safety leadership including network-wide posture and per-branch detail more granular than larger-estate engagements typically permit.

Outcome

At 980 branches the programme delivered both the network-wide visibility a head office needs and a deeper per-branch evidence trail than is typical at multiple-thousand-branch estates. The same operating model that produces network-wide signal at the 9,000-branch scale produces per-branch detail at this scale — the right output calibrated to the estate's actual size.

Why it mattered

The same four-phase methodology produces different operational outputs at different scales. The output the head office should expect at 980 branches is qualitatively different from what to expect at 9,000. Calibrating the engagement properly to the estate size is part of what we do at scoping.
