Context

IOCL operates one of India’s largest fuel-retail networks. The asset class — high-volume, geographically dispersed, public-facing forecourts handling flammable product — is one where safety performance is enforced by the standards regime (principally PESO licence conditions and OISD codes) and by IOCL’s own standing operational SOPs. A network of this scale needs an assurance programme that can move at retail-network velocity without losing the discipline of single-site inspection.

Scope

A nationwide assurance programme: audit every outlet in IOCL’s commissioned scope across 15 state circles, sustain that coverage for three years, and produce evidence that the network’s safety posture was being measured, raised, and tracked on a uniform basis.
